One simple, secure system for health and the work environment – across the whole municipality
Sick reporting, rehabilitation, surveys, systematic work environment management and wellness in the same portal. Each department uses what it needs, and managers get a tool that lightens the load instead of yet another system to keep track of.
Municipalities we work with
Built for how a municipality works
Different needs in every department
Inclusive health means support that reaches everyone, whatever their job, schedule or workplace. Each department uses the parts that fit its everyday work – on the phone or the computer.
High sickness absence and hard to recruit
Many departments have high sickness absence and find it hard to keep staff. With sickness absence, rehabilitation and employee surveys in one place, the warning signs show early – and the municipality can act before anyone goes on long-term sick leave.
Supporting managers with their hands full
A unit manager can have many employees and little time for administration. The portal automatically reminds them of what has to be done and gathers everything in one place – so the manager can focus on the employees.
The same portal – used differently in every department
Six examples of how the departments can use the portal, based on the challenges that are most common in each.
Municipal leadership and HR
Owns the shared health work and needs to see the whole municipality.
In the portal:
- A dashboard comparing the departments side by side
- Sickness absence across the whole municipality in one place, as a basis for leadership and the annual report
- Shared goals in the annual cycle that the departments break down
Health and social care
High sickness absence, large staff groups and time pressure.
In the portal:
- Sick and child-care reporting in a few taps instead of texts to the manager
- HR can alert the manager to repeated short-term absence
- Rehabilitation cases with the statutory milestones tracked
Children and education
A heavy workload and little time for recovery during term.
In the portal:
- Surveys and workload assessment per school and preschool
- Sick reporting on the phone – the head teacher gets the day's reports gathered in one list
- Action plans that follow the school year in the annual cycle
Social services
Threats and violence, emotionally heavy cases and high staff turnover.
In the portal:
- Threats and violence are reported and risk-scored – cases to be reported to the Work Environment Authority are flagged straight away
- Confidential occupational health bookings – managers and HR never see what the appointment is about
- Personnel notes with access set per note
Urban development and technical services
Field work with machinery, traffic and chemicals – and offices with very different conditions.
In the portal:
- Incidents and accidents reported and risk-scored in the same list
- Statutory medical checks, with one overview of which have been done
- Safety inspections and measures documented in the annual cycle
Culture and leisure
Small, scattered workplaces, evening work and many hourly staff.
In the portal:
- Sick reporting and bookings on the phone – including for those rarely at a workplace meeting
- Wellness receipts in the portal instead of HR's inbox
- Incident reporting for lone working and threats

Bring the functions together – and use tax money more effectively
When every part is procured separately, the municipality pays for several systems, several rollouts and several logins – and the information ends up in different places. The Health Portal brings the functions together – and also works with your HR system, your payroll system and the suppliers you already have today, on your computer or your phone.
One login
Employees, managers, HR and safety representatives log in in the same place, on computer and phone. Each sees what their access allows.
One technical implementation
Organisation, users, roles, login and the HR system connection are set up once – not once per system. That means not only lower costs, but also less duplicated work.
Strategic health and work environment management
With data from every department in one place, the municipality can set shared goals, follow them over time and put resources where they do the most good.

Secure, accessible and with data in the EU
The municipality handles sensitive information about many employees and has high requirements for digital accessibility. So this is built into the portal, not a policy someone has to remember.
Security
- Access by role – the right person sees the right information
- Survey results only shown for groups of at least five respondents
- Individual diagnoses are never shown to the employer
- Access is set per personnel note
Accessibility
- Developed to WCAG 2.2 AA
- The same portal on the computer and the phone
- Views adapted to each role – everyone sees what they need
- Shortcuts for the most common tasks: sick reporting, incidents, occupational health
EU-based data
- Hosting is within the EU
- Personal data is handled under the GDPR
- Sick reporting in the portal instead of Teams or text – health information is not spread around
- Test results go directly to the employee and are never shared with the employer

Shared health goals are set
Municipal leadership, HR and the central consultation group choose what to prioritise and set the goals for the year.

You are not just buying a new system – you get help to make the change succeed
A system changes nothing on its own. That is why you get three things on top of the Health Portal, with trained process leads and occupational health scientists at your side.

How a rollout works in a municipality
From contract to follow-up after one year. The approach is adapted to your municipality, but the steps are the same.
Two ways to procure
Call-off under a framework agreement
If the municipality has a framework agreement in force that includes Helo Hälsa, you place a call-off under its terms. This is often the quickest way to get started.
Direct award
If the total value of the contract is below the direct award threshold – SEK 700,000 excl. VAT under the Swedish Public Procurement Act (LOU) 2026 – the municipality can make a direct award. The value is calculated over the whole contract period, including any extensions. We prepare a price proposal and supporting documents for your records.
- 3 monthsIs the portal up and running? Is it being used as planned?
- 6 monthsHow are the action plans going? What needs adjusting?
- 12 monthsResults against the goals, and a plan for next year.
- 2 yearsLong-term goals are reached and you move the organisation forward.
